This is some or all of the PBS Soundstage presentation of Joe Cocker from July 1983, which focuses on ballads and slower songs. There's not much information available online about this performance, although a few videos exist on YouTube. This tape ran an hour, and it had both an NTSC flyback transformer signal and a somewhat annoying crackle/hiss around 7000 Hz as if from an FM or television broadcast. Therefore, this was likely recorded off-the-air rather than from a DVD or other PBS release. A little EQ reduced the annoying hiss sound, which is only really noticeable during quieter passages or with headphones on.
Although the cassette indicated Dolby B, the treble signal decreased steadily over 9000 Hz and reducing it further didn't make this sound any better. The Dolby indication may have been incorrect.
